This is a good move by Ballard as it sets the stage for Brissett if he comes out and has a backup type year.  Here is what he offered Hoyer let's negotiate there if you want to remain here competing but in a backup slot.  Obviously the hope is he balls out and we are negotiating starter contract with Hoyer here to backup.

Milligan will likely be cut and I look for them to cut Walker from the PS and move Pascal back to there for the time being.

He has NFL experience.   Chad Kelly doesn't.   Hoyer is the number 2

In doesn't just reflect on Kelly.  It reflects on both of them.  Honestly, you have no idea what you have in Brissett or Kelly.  Until you know you have a legit starter/franchise QB, you probably carry 3.

I'd highly wager it turns out to a 1 year $9M deal. They'll likely give him his guaranteed money right at signing and move on after next season.

Same, a bit confused by the length. They are practically signing him to be the long-term backup. I guess they were not as in love with Kelly as most people here. I will wait to see the guarantees on that contract because initial reports are almost always extremely skewed in favor of presenting the contract to be as lucrative as possible(because it's the agents that leak those numbers).
