This is wat a zone based D looks like wen u have little to no talent in the secondary.  Also their front 4 is getting man handled.  No game planning by the Raiders is necessary.  Easy to game plan against if you are an offence.  It's a simple D to play and simple to exploit if the front is not getting any pressure.

That is not even close to the only reason. How many times is he hitting receivers with no one within arms length? How open was Cook on the 30 yard play? That should have been 6 if Carr hadn’t thrown it low.
