The point is that they didn't tank.  They were a bad team that did not adequately prepare for not having Peyton Manning at QB.  Losing 13 games and getting the #1 pick benefited almost nobody that was associated with the team at the time.  It isn't to their benefit to do that.  People think that the players and coaches think like the fans in terms of drafting.  For the fans, high draft picks make the team better next year.  For players on the field, high draft picks are your potential replacements.
