Harvin is more of a playmaker and can do more with that offense ( ST, slot, wideout, RB )

Harvin is more expensive but I really doubt Seattle is sweating not picking up a 32 year old receiver.

Broncos money was all guarenteed, Patriots was not. Two years from now Welker might be awful, Patriots were smart.
