Yes. If you sub on offense, you have to let the D sub too. The ref won’t blow the whistle to let you snap the ball until the D player being subbed out gets off the field. If the play clock runs out, that’s on you on the offense

But can’t the defense just exploit that by walk/jogging on?

Because after you did it once the refs would probably flag you next time for delay of game on D. Considering they saw what Steichen was doing, they let Harbaugh counter him fo be fair, but if Harbaugh started doing that every play, the refs would stop it
