According to this link, it was Eli who told Rashad not to score.

Although I guess it's unclear whether Eli was told by the coaches via the headset whether to do that. If Eli seriously made the decision himself to tell Rashad not to score, then I give up on Eli.

I did not open the link but on his weekly show here in NY, he said it was he who told Jennings not to score. No one from the sideline told him to do that. I give Eli credit for owning up to it. Many would blame the coaches or deny that they said it.

The reason Eli owned up to it was he was not aware of a confusing rule in the NFL. Couglin and sideline coaches had no idea what Eli was up to.  In the final 2 minutes of the first half, and the last 5 minutes of the 4th quarter, all fouls result in clock stoppage until the next snap.  Outside of this, during the game, the clock starts after the ball is placed and is set for play.  So Eli thought the Cowboys had taken a timeout, when actually, the foul stopped the clock, even after the ball was placed and set for play. Thus Eli felt they could run the clock down thinking the Cowboys had 1 timeout, not two.  Then reality hit.   Here's the rule from the Digest version of the NFL website-
