The fumble challenge

I am a little confused about the end call on that play. It was a fumble. Everyone agrees. That's the point right? So tell me why he needs both feet in bounds on that, to complete the recovery. 

 

It wasnt a pass. He maintained posession before he stepped out. So therefore it would be a fumble recovery. Am I wrong here?
