Details on unspent cap space

Would all the cap space Ballard doesn't spend roll over to next year or is there a rule where teams have to spend a percentage of their cap each year? If the latter is true I worry that now Ballard will need to overspend on mediocre 2nd tier free agents.

they have to spend 90% over 4 years.  Right now, we're sitting at 86.6 % spent over the last 4 years.  Meaning that of the 72 million we have left, he only needs to 2.45 million to meet that

Correct, except it's not last 4 years, it's over 4-yr period that is 2017-2020. Previous 4-year period was 2013-2016. 2011 and 2012 league-wide teams were required to spent 99% of the cap.
