The problem, as I see it with the 2016 FA

Is that because of teams being allowed to roll over last years cap space AND being mandated to spend it, players worth 5 million will get 8, those worth 10 will get 15, etc.. To get a quality FA you always have to over spend, but this year is going to be ridiculous. The Jags, Oakland, Cleveland, etc, all have a ton of space to over spend.

On another note, the cap is suppose to rise another 15 million next year...

Nothing new.  There are always teams with tons of cash to spend.  Raiders had the most to spend a couple hrs ago and count even resign Veldheer and Lamarr Houston.  Colts have enough money to sign a couple guys if they want to.

OL, Pass rushers, DB's, just like everyone. Rumor is that the Colts would love Waddell. Oliver, Wisneski, Brooks, etc. The problem is the teams with a ton of cap space need those guys too.
