Forward progress fumbles?

Can someone help me understand how the rules work for this? 

 

The player is moving forward and gets stopped by the opposing team. 2-3 seconds pass without any more progress and the ball comes loose and the other team recovers. It keeps being called as a fumble from my CFB experiences. Why isn't it forward progress and stopped dead?

It's more than likely a judgment call from the refs. I don't know what play you are referring to but sounds like the refs should have blew the play dead. If the refs thought the runner was still grinding maybe they didn't blow it dead? I think we have all witnessed either a late whistle or an early one.
