The Jaguars couldn't reach a contract agreement with Josh Scobee and have franchised him to keep him on the team and out of the free agent market. He's not too happy about it though; wanted a long-term deal and didn't get a conducive offer.

I apologize for misleading readers. The Jaguars used their non-exclusive franchise tag on Scobee, and he can talk to other teams under that tag, but the Jaguars have the right to match any offer or receive two first-round draft selections in return if he signs elsewhere.
