This is a league where Johnny Manziel was picked before Bridgewater and Carr. Brandon Weeden went two rounds ahead of Russell Wilson. 

 

Personnel men deserve credit when they make good decisions. We've all seen them miss obvious picks before.

 

No he wouldn't have. Because he didn't make the pick. Irsay did. There's no point in counting Luck because he didn't pick him.

I missed that in your OP. I figured you didn't grade the later guys because most of them aren't on the roster anymore.
