I think you are under valuing how good their defense really is.
The Jags beat the Texans head to head with Watson 29-7.
First Aaron Colvin, the Jags CB is unlikely to be back:

Second, they beat the Bills 10-7. The Bills shouldn't have been in the playoffs.
Third, Deshaun Watson played only in the second half of the season opener, he wasn't expecting to play down 29-0 in the second half but Savage got yanked.

I want to be optimistic but no. Some people outside of Indy don't think Luck will be back. Our team is seen as the dregs of the NFL right now. I want to say yes, I believe we will significantly improve this year, but as of right now, no.

This is the best mock offseason I have seen yet! We have a rb by committee, which I like, a SOLID o-line, Andrew Luck wouldn't be touched this year. Not sure if Connor Williams will go to the second because every team seems to want o-line help but it's plausible. We get Chubb to rush the QB, Hitchens to be a solid pass protecting ILB, and don't forget Andrew Luck having 2 great TE's to work with! If this happens we will make* the playoffs next year! Great mock @stitches!
*granted we don't have a boatload of injuries.

The Eagles won a SB with a committee at running back. Blount was undrafted, Ajayi was traded with a 4th. We don't need a RB at 3, but I won't complain if we get Barkley though...

Yeah, seems pretty unlikely for anyone to let go a dominant pass rush FA. Whatever the Colts do, they need to bolster this O-Line to keep Luck from being killed.
