Your right. Fans are frustrated, but the actions of the team do not show a lot of urgency. I think they know. It should be clear to fans this season , beginning with Luck retiring , was going to be a struggle.

The rationale with saving all this cap space was supposedly to lock up our own. That being said, I dont see a lot to lock up. The money has to be spent or they will just keep being not quite good enough.
