You could argue that TE is more important than WR. Doyle is a good player but he doesn’t scare offensive coordinators. The Colts like to run 2 TE sets and that requires you to have a receiving TE that’s a threat.

With our o line we need run more so a upgrade OT/ Guard that can play right guard needed too be in top 5 and have defenses huffing n puffing then hitting TE/WR that should be wide open ! Actually need both OT and RG in case injury we would be hurting without !

If Ballard trades down from 34 he should be able to get a mid 2nd and early to mid 3rd back at the very least.

To move down in the second and get back a 2 and a 3, the Cokts would have to move down roughly a half round.   16 spots, give or take. 
 

The difficulty is finding a team that wants to Jay that price.   Many teams will not spend a 2 and a 3 to move up a half round.   Some will, but not all. 
 

In other words, this is easier said than done.
