Not in QB sneak mode, or if defender lowers as well.  It's like baseball, tie goes to the runner,  helmet to helmet goes to the offense (D gets penalty).  It has to be offense with head into defender (but not his helmet) to get offensive flag.

You can say that all you want, but I have seen multiple instances this season where the offensive player lowers their head first, makes contact with their helmet and nothing is called.  The rule is ridiculously biased against the defense.  That's why many coaches are calling for adjustments to be made.  The rule is not realistic.

With the Colts that could go back to being reversed in the regular season.  I think the offense could be ok once Luck knocks the rust off him but whoa that #2 WR position could be ugly.
