I look at a QB like Burrow and say he will go #1, he will be possibly good but he is nowhere near what Andrew Luck was coming out in 2012. Don't throw stats at me, the eye test is obvious here to me. Until I see a QB that can take a 2-14 team to 11-5 they will not be like Andrew. Like with Lawrence, stats may measure up but he isn't Andrew either, that is my opinion just by watching these guys play. -
There are teams every year that for some reason or another(they miss on their targets in the off-season, their presumed starter gets injured in camp, they look for stable QB with a young but not ready rookie, etc.) decide to pursue a stop gap QB. Teams have given 1st for Sam Bradford, 3d for Tyrod Taylor, etc... It happens almost every year...

Cinci isn't going to pass up or trade Burrow. The only way they don't end up with Burrow is if somehow they lose their hold on the first pick. The only teams that can possibly end up in first are NYG (only one game better, and worse SOS which is the tie breaker), and MIA/WSH/DET/AZ who are all long shots (they are two games away, and Cinci plays NE this week). Don't bank on Cinci trying to win any of their games (NE, @MIA, CLE), except maybe vs Cleveland at home once they have locked up 1st place in the draft.  Fromm won't go in the 1st, and we don't want him either...  Tua, Love, Herbert, and Eason are all in play for us, and we have the draft capital to move up if we wanted. -
