I think it's time they just moved New Orleans to higher ground...who builds a city below sea level and on the coast?

@Barry, I know, and on an important eco system too, but the history there, can't be redone, needs rethought...any flood plain, very risky to populate. Stay safe everyone, I do hope there are no tornados
