They got QB production at about the value of what they were paying their best player (Miller around $6M) and got pass rushing production about the value of what they were paying their QB (Manning around $20M). That's not gonna happen anytime soon.
You can build a SB team without a "budget" QB but it's much harder and it takes luck (no pun intended) and especially injury luck. I even miscalculated b/c Brees was on that "budget" QB deal that he signed after leaving SD so that count rises to 8 of the last 10 SB winners. With the 2 outliers being teams that employed Peyton Manning.
